Many places do not see it as corruption and it is actually a given. Many US Companies got around it by getting mugs like me to do the job, but in the end we had to sign documents for US Government to say that stuff we purchased from them would not end up in certain countries. And there are places where you would never do it, unless of course the bribe was going to someone high up in Government, and even then it was dangerous. (Yep I mean China).
In Indonesia, when you gave a customer a quote for products the purchase order would arrive with 10% added. My biggest order was with PT Pertamina for around USD1 million, so the PO stated USD1.1 million, which was paid and I was the mug who took USD100,000 in a briefcase on a plane to Yogyakarta where it was divided according to a accepted formula. 5% to Purchasing Manager, 3% to Chief Chemist and 2% to others.
Those were the days, and of course it was corrupt.
