As he cannot afford the increase as well as paying off the loans he used to build the property the Cain government auctioned it off. Naturally he could not afford to buy it and lost everything.
That government turned the powerhouse of Australian industry into a rustbelt, a standing joke, it was embarrassing to admit you were from Victoria.

I do not have to research; I was there. I can give you all sorts of reasons for the financial issues of the Cain Government but you would call them excuses, so I will not bother. Reality is that the ALP were not ready for Government when Cain won, and it was a very divided bunch of some competent, some average and some either incompetent or crooks. Cain was a very weak Leader, and he still would rather people like him than work hard for him. I do not like or respect him. Kirner was a great person, and she was given a raw deal. I could tell you about some of the crooks as most as dead, but I wonât. None still hold any Government or Union office.
Your example in Belgrave sounds suspect to me. I have been involved with many leases of Government lands, and it is rare that they will lease and let someone privately build in it. In any case why would you sign a lease and then spend money on development, when the lease can be changed. Typically under some Government Act, longest a lease can be is 7 X 7 X 7, and in the case of very large investment there has to be an Act of Parliament to approve it.
And to be very fair, the Banking industry is mostly to blame for the economic woes of the time. You could borrow money with no security and little capacity to repay, and thieves like Bond, Skase and Holmes aâCourt crashed many businesses with their shonky deals.
The one thing in the Cain government that really annoyed me was a story about a photographic company in the northern suburbs that did hundreds of thousands of work for the government, the bill wasnât paid and the company had their overdrafts called in. Cain said heâd help the company be able to pay off their workersâ entitlements. I thought they should have just paid the f**king bill.
They clearly werenât ready for government and thought wholesale Keynesian economics was the way to go via the VEDC.
There were some terrible stories of utter corruption.
I note that Mike Fitzpatrick was a key player in the governmentâs economic management. I donât know if he was involved in the corruption or not.
