My reading is (and I ain’t no lawyer) that to call for a GM you need 5% of voting members (as per Corp Act). If the Board doesn’t call the meeting then you need 50% of the 5% to call the meeting (Club constitution)
This is true, however the number of memberships with voting rights would be significantly lower, babies and pets find it hard to cast a ballot, generally.
But your point remains valid. No point spilling it all without a better alternative.

Condense the board to 7 and get rid of the factions. It won’t happen but it would be a start.
That would involve the board acting in the best interests of the club. So the chance of it happening is close to nil

Personally a board spill is the end of a good organising campaign. We’d be at the beginning. We need to get a fan-led survey in place to set up some clear claims we can unite around.
That will build up a list and a campaign infrastructure to roll the board.
That survey would then be our submission to the external review.
You need a two prong approach, first assemble the new board, with a Chairperson who will resonate with and talk to the membership. In the background gather your signitures. If done well, before the AGM the board will be so worried about the EGM a number of directors will fall on their swords giving the alternative board the opportunity to be elected unopposed at the AGM. You need some board members to remain, to assist with the transition (ones that will work well with the new board).

Numbers on the Board is irrelevant, it is ability, integrity and effort that counts.
Factions ? What you do not want is all Board Members agreeing on every, you need diversity of opinion, just like on BBlitz. And consider without Barham “Faction” having enough Votes, Brasher and Rutten would still be leading us to oblivion.
Without factions, Rutten wouldn’t have been appointed in the first place.
