Because many of the candidates have never coached at a senior level and therefore do not have a clear cut playing style, history of performance, communication credentials, etc. that can be used to evaluate them outside of one.

Because the point is there is an information asymmetry between what you know about potential AFL coaches and potential EPL coaches. In the EPL you know a raft of information about the potential coaches and can simply pick one (and convince them to take the offer).
In the AFL you don’t know much about the assistant coaches beyond rumours. No idea of their preferred game plan. Approach to development. How they would run things. Etc.
You can only find out that information by asking them.
