The votes will come from CBD property owners and tenants, who would/should benefit from increased CBD numbers.

Having workers back in the office is a workplace matter now, not a government thing. Unless there were supreme incentives provided by government to business to encourage them to put themselves in an industrial war zone by forcing workers to come into the office, it simply will not happen.
He can just say he wants to do it.
It can’t actually happen.
Depends on who gets to vote for Mayor, it’s not your standard LGA where the workers reside.
