It’s a culture I was witness to in Australian Universities 10+ years ago.

The problem is, the Universities pander to it, because they are a business now, not an educator. I was forced to pass students who had done nothing to warrant a pass. It’s like, they’ve paid for a burger, they want the burger as it’s advertised.
Not sure it fits here, but you’re right, it does cross over with the question of abuse/misuse/misconstrual of power, and a number of other cultural/social issues.
