Yes he is, although getting tackled after taking the ball out of the ruck and dropping it is always a free. He’s done it twice already.

The in the back tackle rule is getting almost as bad as peak high tackle badness. Players flopping about like dying salmon.
That goal umpire was doing everything he could to avoid s review.
