I think he means the lines connecting the objects, rather than the broad blue bands that are the first things that you look for when told to look at the blue lines.

Er no. The 4 broad darker blue bands are what is horizontal. As @RedandBlackPartisan said, look at them from the side along your screen if you are having trouble.

The dark diamond shapes in the middle of the blue bands appear to be rotating clockwise on some bands and anti-clockwise on other bands. This tricks your brain into thinking the bands themselves are bending up or down.

Almost all OI’s can be resolved with squinting.

Keep coming back to it and still read it wrong!!
