Always been highly illegal in Bali.
Back in the days when all sorts of drugs were sold openly in Kuta, sex for sale was deeply hidden. Imports of Javanese women changed it, but under control of corrupt officials and crims, and still illegal. But it is also highly illegal in Thailand, so it doesn’t seem to mean that much.
It is still actually illegal in Indonesia for couples not married to have sex. First time I went there in 1975, the Hotel in Kuta insisted on registering my Girlfriend and I as married.

I walked around Kuta/Tuban for an hour prior to our departure and was approached 8 times by guys “not selling anything” aka timeshare sellers, 5 viagra/cialis and countless “looking my shop”
russian mafia running high end hookers here in bali. they murder them in front of other girls to keep them scared and in line. simply not answering their phone when the boss calls could be fatal. there is a real dark side in bali but i guess there is everywhere

Once you stop paying bribes you are in a world of trouble
an expat dad here got caught with a little bit too much marijuana at home. they sent half the police force to his house. someone totally dobbed him in to take a cut of the bribe. he had enough for trafficking but they strangely reduced it to less and he risked 12 years jail at kerobokan but they said 50k USD and he can avoid jail. his wife paid and he is back in UK now.
