Who knows the purpose?
The old Russia hands claim the further away from Moscow, the more chaotic the application of Kremlin rules.
. If the regional military were subject to the regional Governments, maybe there would be more discipline and less corruption.
Well trained regional military could also be a resource for the Kremlin to tap into as an alternative to higher conscription at the national level. Perhaps it is connected to the dismantling of Wagner troops.

Thanks. This could be an overall summary of both the effectiveness of Ukraine’s attrition strategy and the necessity to prepare for a longer war:

Escalation indicators:

  • Due to the enemy’s catastrophic losses, it is expected that in the near future, there will be a mass forced mobilization of the population in the Russian Federation and in the temporarily occupied territories of Ukraine. According to various estimates, the figures for this mobilization may range from 400,000 to 700,000 people. This time, it is planned to call up approximately 40,000 residents of the Chechen Republic, who are likely to be used as “barrage detachments” behind Russian forces.

The new wave of Mobiks will probably end up on the frontline in the middle of winter with thongs instead of boots and a DIY cardboard body armour kit. It’s great to announce “400k-700k new troops coming to a trench near you soon!”, but the planning, logistics and infrastructure to mobilise, clothe, equip, train and transport that many new troops is mind-boggling. And thus far Russia has not shown anything other than complete incompetence and downright bastardry in their organising. How do you provide low-level commanders for these new troops other than stripping all your experience out of your existing frontline units? Likewise, how do you train them without doing the same? The sheer numbers are a concern for Ukraine (if they can in fact raise that many), but a lot of them are simply going to be grist for the mill when they actually reach the fight.

Getting these guys to the frontline is going to enormously stress the Russian logistic system, and there will most likely be staging areas that are bulging with inexperienced and confused troops with little to no awareness of operational security requirements. Ukrainian forces will be looking to absolutely plough these areas with high explosives at every opportunity.

Putin has tried to get around this by selling oil to countries such as China and India in their local currencies, the yuan and rupee respectively, raising fears this would undermine the strength of the U.S. dollar abroad.


Russia has become one of India’s top oil suppliers and has earned billions of dollars in sales. This has resulted in an accumulation of up to $1 billion each month in rupee assets in Indian banks that cannot be accessed due to restrictions by the Reserve Bank of India , which prevent Russian companies from transferring rupees stored in bank accounts in India to Russia and converting them into rubles, Bloomberg reported.
