Russian forces outside Ukraine are easier to hit, with some juicy high value targets there for the taking that would otherwise be quite challenging. If Russia loses such equipment in Syria or Africa it needs to either replace the gear with stuff from the war zone or scale back efforts in those regions. It also pushes them to reinforce the defences of these bases with more manpower.
Considering the nasty regimes that Putin has elected to support, a Russian withdrawal can only be a good thing in my opinion. So either Russia causes less harm around the world or they have less manpower and equipment in Ukraine.
Neutralizes nothing! You would need a dustpan and brash to sweep up all that is left of what was once a tank. We have seen bigger bangs but good golly gosh, that is a total demolition job.
