I would guess because he chose to bump, had no intention of going for the ball and his head hit the Bloos player’s head, it was considered careless and high contact.

Yeah normally. But I assume the reasoning behind this is he chose to bump and was never playing the ball, so it is dangerous and we have to stop that. Despite the player not being injured.

Largely irrelevant when it comes to head high contact.
If the action (bumping) is intentional then basically the head clash is also deemed as such.
