There are 5 international treaties governing space law, primarily outer space ( the physical universe beyond the earthās atmosphere)

Otherwise, as I understand it, overflights of any kind are regarded as territorial.
UNCLOS international law of the sea provisions govern the space above territorial waters , with permission to fly Rights mostly.
