1000 methed up tradies storming the west gate bridge is markedly more problematic than a few geriatric doofuses blocking a couple of lanes while holding a flare on top of a truck clearly marked as a protest against current climate policy…

I don’t think it’s unreasonable for people at the top of the Westgate to evaluate plausible scenarios upon the sight of a truck seemingly purposefully blocking lanes.
Having said that, it’s highly unlikely for a few key reasons.
But I don’t think we can really blame civilians for considering scenarios in such a way.
Any out of the blue or unexpected event could be interpreted that way in this day and age.
Absolutely, perhaps some more than others.
At least we can rely on September being free for Essendon supporters.
