Just a tad. But I think it’s mainly the people in the east with power outages who would need to get emergency supplies of water.

I was talking pressure, not flow.

I’d say that being without clean drinking water would qualify as an emergency, and you wouldn’t be restricted from going to get it, even if outside the 5 kms.

Just like you can go to the supermarket outside 5 kms, if it is the closest to you.

Yes no worries, I don’t think I ever suggested pipes were not flowing full. What I was getting at was that reticulation piping (flowing full and under pressure) doesn’t represent a big storage volume.
