What they should do is watch some Rugby League, and initiate a similar rule set.

  1. It’s the initial contact that matters, not where the tackler ends up. Thus, if you want to shrug the tackle in a way that puts the tacklers arm around your head… well good luck to you.

  2. You can’t get a bloke head high with your knee / stomach / groin etc. Only with your arm.

Those two rules will remove the majority of free kicks for stagers. They can still get them, but it is easier for a player to defend within the rules.
