There is a difference between Yemen and Houthis. These attacks are the Houthis not Yemen.

Houthi rebels in Yemen are Iran backed. They are firing from within Yemen. Saudi Arabia supports the Yemen .Govt.

There has been a civil war in Yemen since 2014, close to 400k deaths. A six month ceasefire part brokered by the UN has finished, but there is currently an informal one . The Houthis largely control the north. They are Yemenis, albeit of a different religious branch of Islam from the South.

They are Zaydi Shias (different to Iranian Twelver Shi’ism - though they have their backing) and are mostly governed by the Houthi tribal group.

It’s pretty widely accepted that Iran is supplying arms to the Houthis in Yemen. As they have to Hezbollah, Hamas and other Islamic militias around Israel. It is Iran’s primary geopolitical strategy, getting these groups to harass their enemies instead of engaging directly.
These strikes on Israeli shipping are almost certainly with the blessing or encouragement of the IRGC.
