What I am saying is that if he is charged with a criminal offence and found guilty his sentence should be at the lower end of the scale. That is for a judge to determine within the range of severity prescribed under the law in the State of New York.
According to the reference below, I think Andrew would fall into the range of 4 years, however note that for this charge has a lower limit of 17 years of age, not 18, but it clearly indicates that the offence is at the lower end of severity: 4 years, whereas rape of a younger person in the first degree carries a 25 year maximum sentence

If the incidents happened in other US states or in the UK where the age of consent is 16 would there be legal grounds to bring a criminal or civil case against Andy?
Again, Virginia was not the only woman to give evidence, not the only woman involved and they were not all 17 year olds and she wasn’t when she was groomed. Step outside your own psychology and listen to how these girls were preyed on and what they went through - how they were coerced, conditioned. You reckon they went in thinking, “this will be a great way to get an out of court settlement down the track, I’m in for the long haul.”

Meanwhile the background to her and Epstein was well dug into in this documentary. I found it excellent but it may not be available to all. Its astonishing how Epstein basically became the world’s biggest blackmailer. And it was always smoke and mirrors around how he got his incredible wealth and how he used Maxwell as his social butterfly and thereafter deliverer of young girls. She knew what she was doing and was financially rewarded for it.
Mysteriously Epstein’s little black book and CCTV tapes from Maxwell’s London home and Epstein’s sordid den in Florida where all the business happened, shock horror all disappeared. Can you imagine who was in that book and on tape given reports of who was on his plane and resident in his Florida mansion … Trump, Clinton, a number of Sheiks and various Princes, actors, PMs maybe … big businessmen. Probably all on tape.
