There wasn’t really even a “mark” there, he had a player near him that he could have handpassed to, no idea why he was trying to kick a ball then.

Umpire is saying to Weitering that he is warning him for arms around. However I am uncertain as to why you would warn, just pay a free kick don’t coach the players.
