That’s what was indicated in the tweet. He referenced Kurt’s group of the 28th brigade, which is a Ukrainian formation. Other tweets from them indicate they are around Bakhmut area.

If the UN and IAEA needs to use soft language in order to get access to the NPP, then who cares. There’s times to get annoyed about semantics and there’s time to get a job done. Last thing the world needs is Russia having a hissy fit about a few words and blocking inspectors. Tough language won’t make any impact here.
