Perhaps bringing Tippett and Franklin in has actually caused the Swans to be over the salary cap (even with COLA!!) but the AFL doesn't want this news to come out... so slaps this rule on to prevent breaking it even further??
More likely Sydney was actually going to offer market value for Ryder, and that needed to be stopped at any cost.
Or maybe AFL are making GWS their new love child and need to stop Sydney from poaching their potential trades, ala Franklin last year.

Probably never, because part of the joke is, half the club depend on the AFL handouts just to get through the year.
Clubs like Port, Footscray, Melbourne, Gold Coast, GWS, North and StKilda only survive because the AFL throw them a bone once a year.
Imagine how that would go if they started telling them they have too much power and it needs to be taken off them.

I couldn't have put it better , , but its not just the "afl exec " its the AFL , its permeated through all levels , club , player , media and so on .it runs deep and isn't going to change..
Clubs can band together and dump the commission, no doubt Little has been building up a few sympathetic supporters of late.
