Bilateral aid to Ukraine has been frozen. Additionally, US contributions to UN programs dedicated to Ukraine have been frozen.
A fair amount of that aid has been going to reconstruction and recovery, including repair of energy systems and clearance of land mines.
The cost of recovery and reconstruction has been estimated at $524 billion.
Absent finance for recovery and reconstruction, it won’t be possible to develop Ukraine mineral resources . The EU has committed substantial funds to this end.
If the US stands to profit from this, it should also be contributing
substantially to civilian recovery and reconstruction.
