Windy Hill $50M redevelopment

From Council meeting last night:

1.4. EFC have contacted the Mayor, Cr Samantha Byrne and CEO, Helen Sui inviting Council to their event in Canberra on Wednesday 26 October 2022, with the primary focus of advocacy centred on the Windy Hill Development.
1.5. EFC have confirmed advocacy meetings with the Minister for Government Services, the Hon Bill Shorten MP and the Minister for Sports, Hon Anika Wells MP. Meetings with other Government Ministers are to be confirmed.

Agreement for Council to attend was given. I know they’ve met with Shorten previously.

A late amendment has been submitted to the report containing the Moonee Valley annual budget:

The Councillor introducing it says they have “very recently” had this confidential update.

A fellow Councillor objects to the amendment, perhaps because she hates the 101 poker machines there.

The “soccer Councillor” bags the second Councillor, but broadly agrees with the earlier argument that the Council budget is meant to be an open and transparent document, and this amendment would not be that. She accidentally, or otherwise, states Council contribution might be involved.

Another Councillor goes on about transparency.

It’s a bit weird given the amendment talks about mid-year (public) review, not committing any money now.

The next Councillor reads my mind, and makes exactly that point.

Last Councillor supports project but not the raising of this amendment.

Original Councillor says this is about “expressing goodwill” to the project. Says this was not raised in public budget discussion due to confidentiality concerns.

A softer version, losing all of the words after “proposal”, is then discussed. It’s arguably totally neutered by that, as a report to Council is pretty much guaranteed anyway.

Soccer Councillor is urinated off, and is not the only one. Then various Councillors are urinated off at each other. Mayor ultimately calls an adjournment for “everyone to consider their behaviour”.

When they eventually come back, they are still sooking about points of orders and process.

After all that, the trimming of the amendment is lost 4-4 on the casting vote of the Mayor.

They then go back to general commentary on the proposed Budget – it passes 6-3.

And then, somewhat surprisingly, the original Windy Hill amendment gets up 4-4 on the casting vote of the Mayor (one Councillor had a potential conflict of interest; if they were there, they would have voted against it).

Mayor summarises the discussion as “extremely robust”.

I didn’t think this special Radio 3DJR broadcast was going to go on this long.

I thought I was just watching to see what pet projects might get parachuted into the budget at the last minute.

They went very light on that front.

I think the council also want the CEO to address them.

On their Agenda is the following:

  • Why isn’t Voss playing?
  • When is Dodoro being sacked?
  • When is Weid going to be dropped?
  • You really want to call those things at Tullamarine seats?
  • Why isn’t Voss playing?
  • When are you sacking the S&C staff?
  • Seriously, what’s taking you so long?
  • Play Voss this week.

And then, weirdly, Jacqui Lambie stood up and said she’d had a bloody gutful and they can stick the Windy Hill redevelopment up their bum!

In case it didn’t come through, there was broad support for Windy Hill redevelopment. Very little appreciation for (if you choose to interpret the wording this way) adding a mystery lump sum to the Budget.

In other words, they are happy to get an asset for their area, as long as they don’t have to pay more for it.

And further, we will need to obtain funding from State and federal governments and improve the football clubs commercial performance to support an investment into the project.

i spoke to someone at the club this week and they said there is a lot of work to be done just to get the ground up to standard for these games.

Like simple things. The coaches boxes don’t have floors!

I’ve seen some works happening on the Cookson Stand, however it looked like they were taking seats apart up the top levels, unless they are replacing them completely…

I wonder if anyone has told them two other matches have also been scheduled in September?

(Yes, for the mathematically inclined, we have 4 home games and 6 away/neutral.)

EDIT: the second AFLW game is the day after the EDFL grand final, so not exactly a radical change to the normal schedule.

September is still “footy season”. I assume cricket takes over in OCT hence why permission was sort for those 2 games

It will be interesting to see what happens in this space, as a mooted relocation of ECC has been on the cards for some time. Finding the appropriate facility within the municipality is the biggest hurdle to overcome.

Wasn’t there talks ages ago about using Essendon Fields as a potential sports precinct?

It must have been very ages ago.

Certainly none of that in their current or recent masterplans.

Our neglect for Windy Hill is so sad. It’s a disgrace that we’re just letting it rot away.
