I thought the general consensus was that Powell was sceptical about the evidence provided, but realised that if it wasnt him that ultimately played his part in pushing for an invasion, then it would have been the next government lackey and did it himself with an incredibly guilty conscience.
I think its a cop out personally, but I also think any decisions made leading towards a path ending in invasion/ war will always look terrible in hindsight- should never be an acceptable outcome.

If he had resigned in protest and let someone else do it, that would have had an impact. Instead he jumped straight in, PowerPoint and all, to mislead the world in justification of Cheneyās windfall.
