Does the UN deem it to be pure anarchy, or do they reserve the right to pretend a country doesn’t exist if said country’s governors don’t meet certain standards?
I agree with much of what you say, however:
This probably has more to do with the ozone layer, which has actually improved in Australia since the 80’s, and bans on CFC’s.
It’s a bit of a joke that the IOC has UN observer status when Taiwan doesn’t. Blame that on the UNSC permanent members with veto voting rights.
There’s the UN, which acknowledges Afghanistan as a longstanding member State of the UN, but which also acknowledges that UN Member States on the accreditation committee refuse to give the Taliban accreditation to represent Afghanistan in the UN. They don’t even have the status of being in the naughty corner. They are cut off from dialogue at the bilateral level as well, without diplomatic status ( although there are ways round it with so-called private commercial organisations as once used with Taiwan).
Then there’s the UN Institution ( without UN voting rights) distinct from the UN Member States, which has a legal duty to deliver humanitarian aid to the populations of UN Member States.
AFAIK, there has never been a successful vote by UN Member States to expel a Member. ( The latest proposal hasn’t been put with any expectation of success by the proponent, more for domestic politics by the proponent).

Ireland wasn’t admitted to the UN until 1956. Punished because its Government decided on neutral status in WW2. Switzerland’s late membership in 2002 was down to its decision on how neutrality is defined ( driven by threats to remove the seat of the UN to Singapore or thereabouts).

It has remained affected, particularly by aircon refrigerants, which have improved steadily over time, but the proliferation of heat pumps/aircons world-wide has probably off-set the steady improvement of refrigerants. However, the latest generation of refrigerants look set to eliminate ozone layer damage completely, and significantly improve impact on global warming.
Personally, I’m a fan of most of what king Island Dairy produces. Have a look at Surprise Bay Cheddar if you want an aged cheddar that impresses.
But you’ll have to be quick. They’re closing their doors permanently mid next year.

From the photos on the ABC website, it looks like this wind tower was under construction or maintenance. Three blades were on cradles beside the naked tower. A large crane was preparing for a lift. One of the cradles fell over, dropping the blade onto the victim.
Questions will be asked about the design or placing of the cradles, working under load controls, how the blades were tied down.
Generally a horrible situation, but this doesn’t look like a wind energy problem, more of a working under live load type general heavy industry vibe.
