There was a comment earlier in the question where ‘enforcement of hotel quarantine was the responsibility of the states’. I’m assuming this doesn’t mean ADF cannot be used. More so, they are in charge of system.

She is suggesting that inferences can be drawn from Ashton records that the decision on guards was made in Dept Premier and Cabinet, other evidence from Neville supports that decision made without cosultation with cops etc.
