Kelly definitely killed Lonigan and Kennedy, and probably Scanlon, at Stringy Bark Creek but none of these killings were "hits". Kennedy and his underlings had come to kill the Kelly Gang as evidenced by the body straps they had brought with them to cart the bodies back. Kelly found them first and called on both Lonigan and later Scanlon to "Bail Up" but both fired upon Kelly, evidence that was never disputed by Constable McIntyre, the one surviving witness. The only witness to Kennedy's death was Kelly who admitted to shooting Kennedy initially after the latter had run off into the bush having lost his weapon, something Kelly claimed he had not been aware of, and then finally shooting the mortally wounded man to "end his suffering" or words to that effect.
The Glenrowan farce was aimed directly at the forces whose every intention was to kill Kelly and his gang and anyone else in the vicinty, just read up on the innocent hotel victims who were injured or killed in the siege after Kelly's capture including the innkeeper's son who was shot in the back.
So certainly not an innocent, but I wouldn't associate him with the likes of Reid or Williams.

My personal ethic is not to speak ill of the dead. So with Chopper, despite his obvious indiscretions I will still acknowledge his latter life changes and his public stance against the major players in the gangland wars. He was after all a human being, with family and children. A misguided youth, absolutely!! An unacceptable notoriety? No doubt. A man who learned to live and remain in moral society? He did this. RIP.

I don't consider that he needs sympathy, I do believe however that his family deserve empathy for a lost soul. As to a flog of the highest order, that is ridiculously extreme.
