I once listened to an interview with the MI-Fallout Writer/Director Christopher McQuarrie…
He said that when he starts filming, he doesn’t have the script completed…that’s kind of the way he works…if anyone asks “Hey Chris, what’s going to happen in this stage of the story?”, he responds with “I don’t know yet. You have to tell me the location first. Then, once we get there, I’ll just have a look around and write some action scenes that make the most of the location’s idiosyncratic features.”
…my response was…WTF kind of screenwriting approach is this?!
And, in the end, I think you can see in the end product…Mission Impossible films are all just a round-the-world journey of ‘cool’ location-defined action scenes that barely hold together as a storyline.
