The media are saying it was coaching staff and maybe people outside the bubble. If it was only coaching staff then there will not be a problem as it is allowed.

No, they are not, they can play some tennis against each other, but if they had some people from outside the bubble they will be in trouble, if it was just themselves then no issue.
