This sort of saving mechanisms always helps those most who can already afford to do so. Same reason the 15% discount was abolished for HECS debts. Same reason every one who can afford to should deposit 1k post tax into super so the government adds 1.5k.

Apparently the $250 Trump bills are already in preparation.
Currently no living person is allowed to be on US Currency.
They are looking at changing this legislation.
