A breathalyzer essentially a battery which uses ethanol (e.g. alcohol) to generate a current, and strength of the current indicates the Blood Alcohol Concentration (BAC).* So no, it cannot detect N2O use. And I don’t think any of the roadside drug tests can.
*from memory of VCE chemistry, some of the terms may be wrong, but the concept I’m pretty sure is correct.

There is a breath test for it, but there is no legislation on levels. In any case, it apparently is out of the system in a few minutes so you would be measuring normal levels by the time the police got to you.

Nitric oxide is used to help people breathe easier, it opens up breathing passage, and is used for asthma treatment.

Soda siphon bulbs aren’t new. Wasters came into Safeway when I worked there 35 years ago and bought boxes of them. Those, and some flower bulb (apparently you could boil it and get some hallucogenic effect from the leftover).
The soda siphon bulbs ended-up being moved from the cake decorations section to the cigarette booth, and they stopped stocking the garden bulb things.
