Everyone I know (in Australia) emphasises the -tribute part like the noun ‘tribute’ in the verbs distribute, attribute or contribute, but the dis-, att- and con- syllables in the nouns ending in -ion…
I only became conscious of the distinction recently and quickly realised the UK and US pronunciations are wrong.

There is a regional town in SW WA where the residents have this pronunciation. I suppose that it was originally settled by people from a particular area of UK that had this version.
