He is apparently very scared of going to jail and has requested protection while there. I can guarantee he won’t be getting that.

Its a very strange case…the kid lived her grand parents, why couldn’t they have left her alone.
There were texts between the mother and man about sand from bunnings what I read.
My general feel with a lot of cases where parents, or a parent, kills their child (except in cases where there is clear PND) its often to get back at someone or inflict pain on someone, and tragically, the child is used as a proxy.
Pure speculation, but if the grandparents were looking after the child and the parents had little involvement in the childs life, it could be a way for them to get back at the grandparents etc. Who knows.

It is being done because this way they can claim they are doing something about it as part of election processes and promotions but in reality they are doing the bare minimum because they have no desire for it or want to make any attempt to do something that is truly meaningful.
