Nothing in Texas (well Houston) is winterised. Minor cold snaps caused pipes to freeze and burst. And most people would have heating reliant on electricity (reverse cycle AC or gas with electric ignition). This does not surprise me.
Between 8am and 10am.
So in 2 to 4 hours time.
Houston is weird in many ways, but in term sof weather it is brutal. I was there in a February and it had temp on a couples of days not above 3C and then the next day it was 28C. Totally reliant on electricity which is privately owned and unreliable, but it is cheap !!
Houston weather:
Summer unbearable (40 deg and 95%+ humidity)
Winter cold and damp (usually below 7-8 degrees and still really humid, so damp, except when the continental air blows over and freezes,which causes everything to ice because of the humidity (especially the elevated freeways).
Autumn and Spring can be bearable but are brief - only a few weeks. When I lived there, one year I traveled for 3 weeks over October and completely missed Fall - summer weather when I left, winter when I returned.
Can you imagine anyone accepting this explanation from a communist/socialist country?
Ehhh…it’s unreliable and we freeze sometimes but it’s cheap!
